Turn images into one PDF

Drop a set of images and the images to PDF tool writes a single PDF with one image per page, in the order you dropped them. It accepts PNG, JPG, WebP, AVIF, HEIC, and GIF, and you can mix formats in one job. The PDF is assembled in the browser with pdf-lib, and the images are never uploaded.

This is the usual way to turn phone photos of receipts, a folder of scanned pages, or a run of screenshots into one file that can be attached to an email or uploaded to a form that only accepts PDF.

Page size: fit or A4

The page size option has two settings and defaults to fit.

Fit makes each page the same size as its image. A 1200 by 1600 pixel photo becomes a page of that proportion, with no margins and no scaling. Use it when the images are already the shape you want, or when the PDF will only be viewed on screen. Pages in one file can be different sizes, which is normal for a PDF and every viewer handles it.

A4 puts every image on a standard A4 page, 210 by 297 millimeters, and scales the image to fit inside it without cropping or distortion. A landscape photo gets white space above and below; a tall receipt gets white space at the sides. Pick A4 when the file is going to be printed, or when a form asks for a document with consistent pages.

Order and naming

Pages follow the order the files arrive in. If you drag a selection from a folder, that is usually alphabetical, so files named "scan-01", "scan-02", and so on come out in sequence. Check the list before you confirm, and rename files first if they sort the wrong way.

The output name option sets the PDF's file name. Leave it blank and the tool names the PDF after the first image with "-merged" added, so a batch starting with "receipt.jpg" becomes "receipt-merged.pdf". Type a name and the tool adds ".pdf" if you leave it off.

How formats are handled

The PDF format can hold JPG and PNG image data directly. WebP, AVIF, HEIC, and GIF are decoded in the browser first, with libheif handling HEIC, because PDF viewers cannot read those formats on their own. An animated GIF contributes a single frame.

Image resolution is kept. A 4000 pixel wide photo stays 4000 pixels wide inside the PDF, which is why a PDF built from camera photos can be very large.

If the images are large photos straight off a camera, the PDF will be large too. Run them through compress image or resize image first; 1600 pixels on the long side is plenty for a readable page, and a phone camera produces two or three times that.

If some of the inputs are HEIC and you also want the JPGs for other uses, convert image will make them.

To go the other way and get the pages of a PDF back as images, use PDF to images.
